Hospitals Compare Abstracted and Electronic Measures: Which is a better reflection of care?

For years, hospitals have relied on manually abstracting their quality measures to get an accurate picture of their hospital’s quality of patient care. Over the last five years or so, the attention has shifted to Electronic Clinical Quality Measures or eCQMs. This shift has intensified since 2016 when CMS, followed by The Joint Commission, started requiring eCQM data submission to successfully complete their quality reporting programs.

The States With The Worst HAC Performance

Are any of these value-based purchasing programs actually working? Well a safe answer may be, "perhaps." On any given day you could find these two contrasting headlines:

"CMS program to reduce hospital-acquired conditions has flaws"
"HHS: Patient Safety Efforts Save 125K Lives, $28B in Spending"

The thing is, both are true. According to the National Scorecard on Rates of Hospital-Acquired Conditions 2010 to 2015, Hospital-Acquired Conditions (HACs) have shown a 21 percent decrease across that time span. And yet every year when CMS releases the list of hospitals penalized for their HAC scores, we see that there are still many hospitals across the country still struggling with controlling their HACs.

Changes to Your 2017 eCQM Reporting Requirements

* NOTE Since this blog was written, The Joint Commission has updated their eCQM submission deadline for 2017. The deadline is now June 29, 2018.

Just when you thought you had it all figured out, they change their mind. If you hadn’t already heard, both CMS and The Joint Commission have changed their eCQM requirements for the 2017 reporting period. 

At the beginning of August, CMS released their 2018 IPPS final rule which lowered the eCQM requirements for the Inpatient Quality Reporting (IQR) program. Then, in mid-August, The Joint Commission followed suit, lowering the requirements for their ORYX ® initiative for quality improvement program.
