[eBook] MIPS Value Pathways (MVPs): The 2025 Reporting Guide

When CMS created the MIPS (Merit-based Incentive Payment System) reporting program, its goal was to streamline the reporting requirements for clinicians and provide the public visibility into clinician performance. But the program has a critical flaw: it fails to adequately measure performance at the specialist level.

The MIPS Value Pathways (MVP) reporting framework changes that. It is organized by specialty (what CMS calls “pathways”) and contains measures relevant to that specialty group/pathway. There are 21 pathways to choose from in 2025—including women’s health, cancer care, gastroenterology, and more.

Now entering its third year of voluntary reporting, the MVP framework is expected to replace traditional MIPS in the not-too-distant future. What’s more, a key foundational element of the program, subgroup reporting, will be mandatory for anyone who chooses to participate in the framework in 2026. Yup...that’s just one year from now.
