Columbia, MD, (September 4, 2024) — Medisolv is pleased to announce that the Partnership for Quality Measurement (PQM), powered by Battelle, has appointed Dr. Zahid Butt, CEO of Medisolv, to the 2024-2025 Pre-Rulemaking Measure Review (PRMR) Hospital Committee. In this role, Dr. Butt joins a diverse group of industry experts in healthcare, quality measurement, and health information technology to help advise the Department of Health and Human Services (HHS) Centers for Medicare & Medicaid Services (CMS) on its selection of measures to include in CMS Medicare quality programs intended for hospitals and hospital-related settings.

Each year, HHS publishes a list of measures under consideration for future federal rulemaking. The PRMR process supports consensus recommendations on which of these measures should be included for CMS quality reporting and value-based programs. The Partnership for Quality Measurement (PQM) is the research and development organization that currently holds the federal contract to oversee the PRMR process. To ensure informed and thoughtful recommendations are made, PQM involves experts in healthcare quality improvement and interested parties across the field.

Dr. Butt was appointed to the PRMR Hospital Committee for a two-year term. During the 2024-2025 cycle, he will serve on the committee’s Recommendation Group, reviewing, assessing, and voting on whether measures under consideration are recommended for use in specific CMS programs.

A pioneer in digital quality measurement, Dr. Butt often lends his expertise to influence health care policy. He has served on many technical expert panels for CMS, the National Committee for Quality Assurance (NCQA), and The Joint Commission (TJC). He is an active member of the Healthcare Information and Management Systems Society (HIMSS) and currently chairs the HIMSS Quality and Safety Task Force which provides input to the HIMSS Public Policy Committee. In 2023, HIMSS awarded him a HIMSS Changemaker in Health award in the category of Policy Influencer.
